Resolve "Move seqwho reference"

• Move seqwho reference to developer maintained location
• Make seqwho ref location an overridable location
• Change NF Tower to BICF... BICF user access ID + BICF pipelines workspace
• Disable NF Tower
• Remove all AWS tracking
