Update CxG

Update CELLxGENE and create a new container. Current version is 1.1.1; released version is 1.3.0 as of this comment.

The Dockerfile I used to base this one off of has been updated to use 1.1.2, see here: https://github.com/bag-cnag/cxg_on_k8/blob/main/docker/Dockerfile_cellxgene_VIP_slim

I don't know whether VIP is compatible with the most recent CxG, but I may be able to update further by specifying a later commit.
